
Storm Lake Pair Charged With Methamphetamine Conspiracy

Rodney Brock, 42, and David Specketer, 45, both from Storm Lake, Iowa, have been charged with one count of conspiracy to manufacture and distribute methamphetamine and one count of possession of pseudoephedrine with intent to manufacture methamphetamine. The charges are contained in an Indictment filed November 28, 2012, in United States District Court in Sioux City.
The Indictment alleges that, from about July 2011 through October 2012, Brock and Specketer conspired with each other and others to manufacture and distribute 50 grams or more of actual (pure) methamphetamine. The Indictment also alleges that, from July 2011 through October 2012, Brock and Specketer possessed and aided and abetted another or others in the possession of pseudoephedrine: (1) with the intent to manufacture a controlled substance, methamphetamine; and (2) knowing or having reasonable cause to believe, that the pseudoephedrine would be used to manufacture methamphetamine.
If convicted on the conspiracy charge, Brock and Specketer each face a mandatory minimum sentence of 10 years’ imprisonment and a possible maximum sentence of life imprisonment, a $10,000,000 fine, a special assessment of $100, and five years up to life of supervised release following any imprisonment. On the pseudoephedrine possession charge, each face a possible maximum sentence of 20 years’ imprisonment, a $250,000 fine, a special assessment of $100, and up to three years of supervised release.
Brock appeared on November 28, 2012, and Specketer appeared on December 4, 2012, in federal court in Sioux City and each were later released on bond. Their next appearance for trial is set for February 4, 2013. As with any criminal case, a charge is merely an accusation and a defendant is presumed innocent until and unless proven guilty.
The case is being prosecuted by Assistant United States Attorney Shawn S. Wehde and was investigated by the Storm Lake, Iowa Police Department, Iowa Department of Narcotics Enforcement, Iowa Department of Criminal Investigations, and Buena Vista County Sheriff’s Office.
