Overland Park Man Sentenced To 10 Years
For Trafficking In Prescription Drugs

KANSAS CITY, KAN. – An Overland Park man has been sentenced to 10 years in federal prison for trafficking in the prescription drug oxycodone, U.S. Attorney Barry Grissom said today.

Mounir A. Elmarrakchi, 24, Overland Park, Kan., pleaded guilty to one count of conspiracy to distribute oxycodone. In his plea, he admitted that during 2009 through 2011 he conspired with co-defendant Cortney Copp, 23, Overland Park, Kan, to distribute oxycodone in Johnson County, Kan.

During a five-hour sentencing hearing, prosecutors told the court that Elmarrakchi sold oxycodone to students at Shawnee Mission East High School. Copp testified that she first met Elmarrakchi at a party. She was a junior in high school and Elmarrakchi was at the party selling drugs. She also testified that in a later incident Elmarrakchi broke her arm and three ribs over a bottle of oxycodone she tried to take from him.

In his plea, Elmarrakchi admitted that in 2010 Overland Park Police Department investigators arranged to buy oxycodone from him. One of the purchases took place April 6, 2010, near the intersection of West 97th Street and Nall Avenue in Overland Park. On Aug. 3, 2010, investigators met Copp in the parking lot of Dick’s Sporting Goods at 11801 Nall Avenue in Leawood, Kan., to purchase oxycodone provided by Elmarrakchi.
On Aug. 29, 2010, the Overland Park Police Department responded to a caller at 12010 Ash in Overland Park. A tenant living directly below Elmarrakchi and Copp’s apartment awoke to find a bullet hole in her ceiling and a bullet on the floor next to her bed. Police found heroin, marijuana and OxyContin tablets in Elmarrakchi’s apartment. They also seized a ledger containing records of drug transactions.

On April 29, 2011, the Overland Park Police Department was called to a disturbance at a Shell gas station in Overland Park. Elmarrakchi and Copp were arrested. Elmarrakchi had OxyContin and Percocet in his possession.

Co-defendant Courtney Copp was sentenced to 87 months in federal prison.

Grissom commended the Overland Park Police Department, the Drug Enforcement Administration and Assistant U.S. Attorney Sheri McCracken for their work on the case.
