IVAN KEITH ALFONSO, age 40, a resident of Chalmette, Louisiana, pled guilty today before U. S. District Judge Lance M. Africk to theft of government funds, announced U.S. Attorney Jim Letten.

According to the bill of information and the factual basis, the defendant filed an application with the Louisiana Road Home Program declaring his property at 3107 Delille Street, Chalmette, Louisiana was his primary residency at the time of Hurricane Katrina. This property sustained major damage from Hurricane Katrina and had no flood insurance. In reality at the time of Hurricane Katrina, the defendant’s primary residency was located in New Orleans, Louisiana. As a result of ALFONSO’s materially false representations, the defendant received $123,437.41 in Louisiana Road Home Program grant funds to which he was not entitled.

ALFONSO faces a maximum sentence of ten (10) years in prison, a $250,000.00 fine, and a three (3) year term of supervised release following any term of imprisonment, along with a special assessment fee of $100. Pursuant to the plea agreement, ALFONSO agreed to make full restitution to the United States Department of Housing and Urban Development. The sentencing of this matter is set for January 12, 2012.

The case was investigated by the United States Department of Housing and Urban Development, Office of Inspector General and was being prosecuted by Assistant U. S. Attorney Marvin Opotowsky.
