KANSAS CITY, Mo. – Beth Phillips, United States Attorney for the Western District of Missouri, announced that a Kansas City, Mo., man pleaded guilty in federal court today to threatening to kidnap and injure another person.

Shane Foster, 29, of Kansas City, pleaded guilty before U.S. Chief District Judge Fernando J. Gaitan to the charge contained in a Jan. 7, 2010, federal indictment.

Foster admitted that, from 2007 to 2009, he called at least 10 nonprofit agencies and threatened to kidnap and/or injure children and women. In those telephone calls, Foster described in explicit detail the graphic and violent sexual acts that he claimed he committed and would commit upon victims if the listener did not remain on the telephone and/or provide him with the information he demanded.

For example, on Jan. 1, 2009, Foster called City Life, located in Emmitt, Idaho, and stated that he had two blondes whom he had given date rape drugs and that he was going to hurt them. He told the woman who answered the phone at City Life that she had to do what he instructed or he would hurt the girls. The call was traced to the residence of Foster’s parents, where he was living.

Under federal statutes, Foster is subject to a sentence of up to five years in federal prison without parole, plus a fine up to $250,000. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

This case is being prosecuted by Assistant U.S. Attorney Cynthia L. Cordes. It was investigated by the Kansas City, Mo., Police Department.
