Informational: Federal Court Arraignments

The United States Attorney's Office announced that during a federal court session in Billings, on June 29, 2010, before U.S. Magistrate Judge Carolyn S. Ostby, the following individuals were arraigned:

RICKY WOLLA, a 49-year-old resident of Minot, North Dakota, appeared on a charge of mail fraud. He is currently released on special conditions. If convicted of this charge, WOLLA faces possible penalties of 20 years in prison, a $250,000 fine and 5 years supervised release. Assistant U.S. Attorney Ryan M. Archer is the prosecutor for the United States. The investigation was a cooperative effort between the Federal Bureau of Investigation and the Criminal Investigation Division of the Internal Revenue Service.

LARRY STROUF, a 48-year-old resident of Sidney, appeared on a charge of mail fraud. He is currently released on special conditions. If convicted of this charge, STROUF faces possible penalties of 20 years in prison, a $250,000 fine and 5 years supervised release. Assistant U.S. Attorney Ryan M. Archer is the prosecutor for the United States. The investigation was a cooperative effort between the Federal Bureau of Investigation and the Criminal Investigation Division of the Internal Revenue Service.

STUART KRINGEN, a 39-year-old resident of Williston, North Dakota, appeared on a charge of mail fraud. He is currently released on special conditions. If convicted of this charge, KRINGEN faces possible penalties of 20 years in prison, a $250,000 fine and 5 years supervised release. Assistant U.S. Attorney Ryan M. Archer is the prosecutor for the United States. The investigation was a cooperative effort between the Federal Bureau of Investigation and the Criminal Investigation Division of the Internal Revenue Service.

DAVID POPE, a 48-year-old resident of Sidney appeared on a charge of misprision of a felony. He is currently released on special conditions. If convicted of this charge, POPE faces possible penalties of 3 years in prison, a $250,000 fine and 3 years supervised release. Assistant U.S. Attorney Ryan M. Archer is the prosecutor for the United States. The investigation was a cooperative effort between the Federal Bureau of Investigation and the Criminal Investigation Division of the Internal Revenue Service.

WILLIAM JEREMY MYERS, a 36-year-old resident of Williston, North Dakota, appeared on a charge of misprision of a felony. He is currently released on special conditions. If convicted of this charge, MYERS faces possible penalties of 3 years in prison, a $250,000 fine and 3 years supervised release. Assistant U.S. Attorney Ryan M. Archer is the prosecutor for the United States. The investigation was a cooperative effort between the Federal Bureau of Investigation and the Criminal Investigation Division of the Internal Revenue Service.

On June 23, 2010, DOUGLAS PIERCE, a 57-year-old resident of Sidney, appeared on a charge of mail fraud. He is currently released on special conditions. If convicted of this charge, PIERCE faces possible penalties of 20 years in prison, a $250,000 fine and 3 years supervised release. Assistant U.S. Attorney Ryan M. Archer is the prosecutor for the United States. The investigation was a cooperative effort between the Federal Bureau of Investigation and the Criminal Investigation Division of the Internal Revenue Service.

The defendants pled not guilty to the charges.

The charge, an indictment, information or complaint, is merely an accusation and all persons named as defendants are presumed innocent until proven guilty. A pre-trial conference and a trial date will be set and the United States will be required to prove the allegations set forth in the indictment beyond a reasonable doubt.
