The United States Attorney's Office announced that during a federal court session in Billings, on April 15, 2011, before U.S. Magistrate Judge Carolyn S. Ostby, the following individuals appeared:

JAVIER GONZALEZ-MARTINEZ, age 35, and JULIO CESAR ZURITA-VILLANUEVA, age 20, citizens of Mexico, made an initial appearance on a complaint alleging possession of heroin with the intent to distribute. They are currently detained. If charged with this offense, they each face possible penalties of a mandatory minimum of 10 years in prison and could be sentenced to life, a $4,000,000 fine and at least 5 years supervised release. Assistant U.S. Attorney Marcia K. Hurd is the prosecutor for the United States. The investigation was a cooperative effort between the Drug Enforcement Administration, the Billings Big Sky Safe Streets Task Force, U.S. Homeland Security Investigations, and the Montana Highway Patrol.

A complaint is merely a written statement of the essential facts constituting the offense charged.
