Randy Bill Ring Sentenced in U.S. District Court
The United States Attorney's Office announced that during a federal court session in Helena, on December 13, 2011, before Senior U.S. District Judge Charles C. Lovell, RANDY BILL RING, a 56-year-old resident of Helena, appeared for sentencing. RING was sentenced to a term of:
Prison: 24 months
Special Assessment: $ 100
Supervised Release: 3 years
RING was sentenced in connection with his guilty plea to being a felon-in-possession of a firearm.
In an Offer of Proof filed by Assistant U.S. Attorney Paulette L. Stewart, the government stated it would have proved at trial the following:
On April 3, 2008, RING was convicted of two counts of felony forgery in the Montana Third Judicial District Court in Powell County, which thereby prohibited him from possessing firearms.
On February 3, 2011, while under probation with the Montana Probation and Parole Office in Helena, Ring's residence was searched while a detective with the Lewis and Clark County Sheriff's Office was investigating another criminal complaint against Ring. The detective located eleven firearms as well as corresponding ammunition in Ring's bedroom. Ring admitted to the detective that he recently moved the firearms from his storage shed to his bedroom closet.
Because there is no parole in the federal system, the "truth in sentencing" guidelines mandate that RING will likely serve all of the time imposed by the court. In the federal system, RING does have the opportunity to earn a sentence reduction for "good behavior." However, this reduction will not exceed 15% of the overall sentence.
The investigation was a cooperative effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Montana Probation and Parole, and the Lewis and Clark Sheriff's Office.
