PEMBROKE WOMAN PLEADS TO DRUG TRAFFICKING CHARGE
RALEIGH - United States Attorney George E.B. Holding announced that in federal court yesterday SHAUNA REVELS LOCKLEAR, 39, of Pembroke, North Carolina, pled guilty before United States District Judge Terrence W. Boyle to conspiring to distribute and possession with intent to distribute more than five grams of cocaine (crack), in violation of Title 21, United States Code, Section 846 and possession of a firearm in furtherance of a drug trafficking crime, in violation of Title 18, United States Code, Section 924(c).
On April 8, 2009, a Federal Grand Jury returned a Criminal Indictment. Law enforcement arranged for a controlled buy of crack cocaine at a convenience store in Pembroke, North Carolina, on May 1, 2008. Following the controlled buy, officers performed a traffic stop on the vehicle driven by co-defendant, Shelley Dunn, Jr. After placing Dunn and LOCKLEAR, who was a passenger, under arrest, officers searched both individuals. Found on LOCKLEAR was the buy money, a set of digital scales and U.S. currency. The search of DUNN turned up a small amount of crack in a baggy. A search of the vehicle revealed a Raven Arms .25 caliber handgun.
Mr. Holding commented, “We continue to have good experiences with the Project Safe Neighborhoods program. The relationship between federal, state, and local agencies is growing stronger and, working together, we are capturing and prosecuting more and more offenders.”
The maximum penalties for the drug charge are up to 40 years imprisonment followed by up to five years of supervised release and a fine of up to $2,000,000.00. For the firearm charge, the maximum penalties are up to a term of life imprisonment, consecutive to any other term of imprisonment imposed, followed by up to 10 years of supervised release and a fine of up to $250,000.00.
This case is part of Project Safe Neighborhoods (PSN) which encourages federal, state, and local agencies to cooperate in a unified “team effort” against gun crime, targeting repeat offenders who continually plague their communities.
Investigation of the case was conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives; the North Carolina State Bureau of Investigation; the Robeson County Sheriff’s Department; and the Pembroke Police Department. Assistant United States Attorney Ethan Ontjes served as prosecutor for the government.
