A six count indictment was unsealed today charging Victor N. Rovani III, 33, formerly of Philadelphia, with three counts of embezzling union funds from the Wharf and Dockbuilders and Pile Drivers Local 454 of the United Brotherhood of Carpenters and Joiners of America, announced United States Attorney Zane Memeger. Rovani was arrested this morning in Miami where he now resides. In addition to the embezzlement counts, Rovani is charged with one count of submitting a false credit card application to a bank and two counts of depriving a union member's rights pertaining to internal labor union affairs. Rovani is a former business representative of Local 454.

According to the indictment, Rovani embezzled, stole, and unlawfully and willfully abstracted and converted check disbursements from Local 454 funds in the amount of $5322 for his own personal benefit. The indictment further alleges that Rovani physically and verbally threatened a union member, during two membership meetings of Local 454, which interfered with that member’s exercise of rights to participate in union affairs and the right to express his views, arguments, or opinions.
If convicted of all charges, the defendant faces a statutory maximum penalty of 47 years in prison, five years of supervised release, a $1,752,000 fine, and a $450.00 special assessment.

The case was investigated by the U.S. Department of Labor, Office of Labor-Management Standards, and is being prosecuted by Assistant United States Attorney Sozi P. Tulante.
