Bismarck Man Indicted for Kidnapping, Assault with Intent to Commit Felony, and Tampering with a Victim

United States Attorney Brendan V. Johnson announced that a Bismarck, North Dakota, man has been indicted by a federal grand jury for Kidnapping, Assault With Intent to Commit a Felony, and Tampering with a Victim. Harlan J. Fisher, age 43, was indicted by a federal grand jury on June 12, 2012. He appeared before United States Magistrate Judge Mark A. Moreno on July 17, 2012, and pled not guilty to the indictment. The maximum penalty upon conviction is up to life in custody, a $250,000 fine, or both. The charges relate to an allegation that in June 2012, Fisher repeatedly assaulted a woman and held her against her will. The charges are merely accusations, and he is presumed innocent until and unless proven guilty. Fisher was released on bond pending trial. Trial has been set for September 11, 2012.
