Dumfries Man Sentenced to 80 Years in Prison For Production of Child Pornography and Child Sex Abuse
NORFOLK, Va. – Scottie Lee Martinez, 38, of Dumfries, Va., was sentenced today in Norfolk federal court to 80 years in prison for his conviction on charges of production of child pornography and abusive sexual contact with a minor. Martinez had pled guilty to these charges on July 21, 2010.
Neil H. MacBride, United States Attorney for the Eastern District of Virginia and Mark N. Russ, Special Agent in Charge, Naval Criminal Investigative Service (NCIS), Norfolk Field Office, made the announcement after Martinez was sentenced by United States District Judge Jerome B. Friedman. In pronouncing the sentence, Judge Friedman stated Martinez’s case is probably the “worst” case involving child exploitation he has ever dealt with in his 26 career as a judge.
According to court documents, in May 2009, while in the Eastern District of Virginia, Martinez produced images depicting two different persons, specifically a 5-year-old minor and an 11-year-old minor, engaged in sexually explicit conduct. Martinez also admitted that, sometime between May 2001 and June 2004, while he was at Naval Air Station Keflavik, Iceland, he engaged in abusive sexual contact with a minor who was between the ages of seven and nine years old.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.
