RICHMOND, Va. – Wayne Landman, 44, of Callao, Virginia, was sentenced today to 30 months’ imprisonment by United States District Court Judge James Spencer for instructing a fifty-three year old mentally disabled co-worker to sexually assault a female co-worker at the Naval Support Activity South Potomac, Dahlgren, Virginia.

            Neil H. MacBride, United States Attorney for the Eastern District of Virginia; and Don McBride, Supervisory Special Agent for Naval Criminal Investigation Service, Dahlgren, made the announcement. 

            On December 19, 2011, Landman pled guilty to two counts of Abusive Sexual Contact Without Permission, in violation of 18 U.S.C. § 2244(b).  According to court documents, while working as an employee at the Dahlgren Naval Base, Landman caused a mentally disabled co-worker on multiple occasions to touch the breast and buttocks of a female co-worker without her permission.  In addition, Landman admitted to using a disguised voice, dubbed the “Eat Em Up” voice, to place the mentally disabled victim in fear generally.

This case was investigated by the Naval District Washington, Criminal Investigation Division and the Naval Criminal Investigative Service on Dahlgren. Assistant United States Attorney Erik Siebert prosecuted the case on behalf of the United States.
