Two men Sentenced to 20 Years in Prison for their involvement in heroin overdose deaths

United States Attorney James L. Santelle announced that on Monday, the Honorable Rudolph T. Randa, United States District Court Judge, sentenced Harry W. Dinkins, (age: 33), of Lombard, Illinois to 20 years in prison in connection with the heroin overdose deaths of two West Allis men. The men were found dead in their homes as a result of a heroin overdose in separate incidents on November 7, 2008, and March 18, 2009.

Scott Jesion, Jr., of West Allis (age: 29), was also sentenced to 20 years in prison by Judge Randa in connection with the same deaths. According to documents filed with the court, Jesion was the Milwaukee area heroin distributor, and obtained the heroin from Dinkins in Chicago.

The United States Attorney’s Office remains committed to prosecuting and, when appropriate, seeking the statutory mandatory minimum penalties established by Congress to hold individuals responsible when they peddle dangerous drugs and death results.

Dealers of heroin and other dangerous drugs face substantial risks when these drugs leave their hands. The drug dealers may feel immune from the dire consequences of drug usage to which they are not a witness, but the law imposes an absolute liability and severe penalties when the drug gets into the hands of an individual who dies from using it.

This prosecution was the product of a joint investigation by the West Allis Police Department and the United States Drug Enforcement Administration. The prosecution was handled by Assistant United States Attorney Elizabeth Blackwood.
