Four Eastern Panhandle Residents
Entered Guilty Pleas to Drug Charges

MARTINSBURG, WEST VIRGINIA — Four Eastern Panhandle residents entered guilty pleas on January 9 and 12, 2009, in United States District Court in Martinsburg before Magistrate Judge David J. Joel.

United States Attorney Sharon L. Potter announced that:

WILLIE BARNES, age 48, of Martinsburg, entered a plea of guilty to one count of an Indictment charging him with possession with intent to distribute cocaine base on February 13, 2008. BARNES, who is in federal custody, faces a maximum penalty of life imprisonment and a fine of $4,000,000.

MONEIK MCDONALD, age 26, of Martinsburg, entered a plea of guilty to one count of an Indictment charging MCDONALD with possession of cocaine base and ecstasy with the intent to distribute in Martinsburg. MCDONALD, who is currently free on bond pending sentencing, faces a maximum penalty of five to 40 years imprisonment and a fine of $2,000,000.

The cases were investigated by the Bureau of Alcohol, Tobacco, Firearms & Explosives; the Drug Enforcement Administration; and the Charles Town Police Department.

GENE FUHRMAN, age 32, of Martinsburg, entered a plea of guilty to one count of an Indictment charging him with manufacturing methamphetamine on October 29, 2008. FUHRMAN, who is in custody pending sentencing, faces a maximum penalty of 10 years to life imprisonment and a fine of $4,000,000. The case was investigated by the Washington County Maryland Task Force.

JOSE LUIS BAUTISTA SANTIAGO, true name JESUS GARCIA PENA, age 28, of Charles Town, entered a plea of guilty to one count of an Indictment charging him with conspiracy to distribute cocaine. SANTIAGO, who is currently in custody pending sentencing, faces a maximum penalty of 20 years imprisonment and a fine of $1,000,000. Co-defendants Jesse Miller and Kelly McCoy have already been sentenced. The case was investigated by the Bureau of Alcohol, Tobacco, Firearms & Explosives; the Jefferson County Sheriff’s Department; and the Charles Town Police Department.

The cases were prosecuted by Assistant United States Attorney Paul T.
