Three Individuals Arrested Pursuant to Federal Indictments

MARTINSBURG, WEST VIRGINIA - Three additional individuals were arrested and will appear before Magistrate Judge David J. Joel on March 28, 2012, for initial appearances pursuant to Indictments returned against them by a Federal Grand Jury sitting in Martinsburg, West Virginia was arrested on March 23, 2012.

United States Attorney William J. Ihlenfeld, II, announced that:

HEATH TODDLEY REDMAN, age 32, of Martinsburg, West Virginia, was named in a three-count Indictment charging him with the distribution of crack cocaine in Martinsburg. If convicted REDMAN faces a maximum exposure of 20 years imprisonment and a fine of $1,000,000 on each count. The case will be prosecuted by Assistant United States Attorney Thomas O. Mucklow and was investigated by the Eastern Panhandle Drug & Violent Crime Task Force, consisting of officers from the West Virginia State Police - Bureau of Criminal Investigation, the Martinsburg Police Department, and the Berkeley County Sheriff’s Department.

TERRENCE D. WINSTON, age 36, of Hedgesville, West Virginia, was named in a four-count Indictment. Counts One, Two and Three charge WINSTON with the distribution of crack cocaine. Count Four charges WINSTON with possession with intent to distribute crack cocaine. If convicted WINSTON faces a maximum exposure of 20 years imprisonment and a fine of $1,000,000 on each count. The case will be prosecuted by Special Assistant United States Attorney Kimberley Crockett and was investigated by the Eastern Panhandle Drug & Violent Crime Task Force, consisting of officers from the West Virginia State Police - Bureau of Criminal Investigation, the Martinsburg Police Department, and the Berkeley County Sheriff’s Department.

LARRY BEAN, age 65, of Gerrardstown, West Virginia, was named in a one-count Indictment charging him with possession of in excess of 17,000 images of child pornography, which was located on a laptop computer, media discs, floppy discs and a cell phone seized from his residence on April 15, 2011. The Indictment also contains a Forfeiture Allegation wherein the United States seeks to forfeit one Toshiba Hard Drive, one Seagate 20GB Hard Drive, 77 CD/DVDs, one VHS tape and one Motorola cell phone. If convicted, BEAN faces a maximum exposure of 10 years imprisonment and a fine of $250,000. The case will be prosecuted by Assistant United States Attorney Paul T. Camilletti and was investigated by the Bureau of Immigration and Customs Enforcement.

This case is being prosecuted as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. It should be noted that the charges contained in the Indictment are merely accusations and not evidence of guilt, and that each defendant is presumed innocent until and unless proven guilty.
