Seven Individuals Sentenced in Federal Court

ELKINS, WEST VIRGINIA - Seven individuals were sentenced this week in United
States District Court in Elkins by Chief Judge John Preston Bailey.

United States Attorney William J. Ihlenfeld, II, announced that:

KAYLA EVANS, age 22, of Petersburg, West Virginia, was sentenced to 41 months imprisonment to be followed by three years of supervised release. EVANS entered a plea of guilty on June 1, 2012, to Possession of Pseudoephedrine to be Used in the Manufacture of Methamphetamine on September 26, 2011, in Mineral County, West Virginia. EVANS was remanded to the custody of the United States Marshal pending designation to a Federal institution. This case was investigated by the United States Forest Service/Homeland Security Investigations, Grant County Sheriff’s Department and the West Virginia State Police.

ASHLEY RICKARD, age 28, of Franklin, West Virginia, was sentenced to 37 months imprisonment to be followed by three years of supervised release. RICKARD entered a plea of guilty on June 27, 2012, to “Possession of Material Used in the Manufacture of Methamphetamine” on January 31, 2012, in Pendleton County, West Virginia. RICKARD, who is free on bond, will self-report to the designated Federal institution. This case was investigated by the West Virginia State Police-Franklin Detachment; the United States Forest Service/Homeland Security Investigations and the Pendleton County Sheriff’s Department.

JONATHAN KEITH KOON, age 28, and LISA DAWN BUTCHER were sentenced to
37 months imprisonment to be followed by three years of supervised release. KOON and BUTCHER entered pleas of guilty on August 20, 2012, to Possession of Material Used in the Manufacture of Methamphetamine. KOON and BUTCHER, who are on bond, will self-report to the designated Federal institution. This case was investigated by the Upshur County Sheriff’s Department and the Buckhannon Police Department.

APRIL DAWN KENNEY, age 30, of Huttonsville, West Virginia, and JEFFREY R. CORLEY, age 48, of Elkins, were sentenced to 37 months imprisonment to be followed by three years of supervised release. KENNEY and CORLEY entered pleas of guilty on October
1, 2012, to Possession of Pseudoephedrine to be Used in the Manufacture of Methamphetamine. CORLEY was also ordered to make restitution in the amount of $2,040 for clean-up costs from the methamphetamine lab. CORLEY was remanded to the custody of the United States Marshal pending designation to a Federal institution. KENNEY, who is free on bond, will self-report to the designated Federal institution. This case was investigated by the United States Forest Service/Homeland Security Investigations and the Randolph County Sheriff’s Department.

AMANDA LYNN LIPSCOMB, age 26, of Moorefield, West Virginia, was sentenced to
30 months imprisonment to be followed by three years of supervised release. LIPSCOMB entered a plea of guilty on July 24, 2012, to Maintaining a Drug-Involved Premise during the Spring and Summer of 2011, in Hardy County. LIPSCOMB, who is free on bond, will self- report to the designated Federal institution. This case was investigated by the West Virginia State Police, Grant County Sheriff’s Department and the Hardy County Sheriff’s Department.

All seven cases were prosecuted by Assistant United States Attorney Stephen D. Warner.
