I would have never guessed that we would need to make policy for the victims' families for the September 11 bombings.

I guess it never dawned on me that these victims would try to milk the system and get rich.

The New York Times Article said that you invited public comment on whether you were permitted by law to make rewards without regard to what the victims had already received by charitable donation. I would have said no before reading the Times article, and even though the Times article leans in the direction of not capping the donations, I now have to say yes. Yes we will have to take into consideration all donations, because sadly but true, there will be some scam perpetrated by one of the victims. It may only be one person who will try and get rich quick off of this, but it will still be one to many, because it is wrong for anyone to profit from the loss of human life.
