Fairness

I am not convinced that the Victim Compensation Fund is an appropriate function of our federal government, but I do recognize the validity of arguments on either side of the issue. Since the proponents have apparently already prevailed, I can accept the inevitability of the program. What I cannot accept as reasonable or equitable are the provisions to reduce beneficiary payments by the amount of existing life insurance and/or retirement plan benefits received. Those victims who loved their families and had the character to buy adequate life insurance, and who had the discipline to forego present wants in order to contribute to retirement plans for their own and their families' future comfort, are being dishonored when their government disregards those prior commendable traits and in fact penalizes their families because their deceased providers did the right thing! I urge you to remove the proposal to reduce Fund benefit payments by life insurance and retirement proceeds available to beneficiaries. That would be doing the right thing!
