WHEREAS, on February 3, 2000 the Paper, Allied-Industrial, Chemical and Energy Workers International Union ("PACE") filed a Motion to Intervene, or in the Alternative to Appear as Amicus Curiae in this proceeding, which motion this Court denied on February 16, 2000; and

WHEREAS, on February 24, 2000 PACE filed an Amended Motion to Intervene, or in the Alternative to Appear as Amicus Curiae; and

WHEREAS, Plaintiff United States of America and the defendants opposed both PACE's motion and its amended motion;

Therefore, upon consideration of the motions and the opposition thereto, it is this ____ day of __________, 2000,
