Procedure With Respect to Processing Settlement Offers

If a settlement offer is received, the U.S. Attorney should:
  1. Ascertain in writing the views of the local office of the acquiring agency;
  2. Formulate his/her own views of the offer, based upon the compatibility of the amount of the settlement with the sound appraisals upon which the government would rely as evidence in the event of trial, having due regard for probable minimum trial costs and risks.
