Law Enforcement Coordinating Committee (LECC)
The Law Enforcement Coordinating Committee (LECC) was established on July 21, 1981 in all 94 U.S. Attorney's Offices by order of the U.S. Attorney General. The LECC provides a networking focus for law enforcement executives committed to the ideal of cooperation and coordination at all levels of local, state and federal law enforcement.
Facilitation of communications is supported through committees and joint operations. The informal contacts made at LECC meetings substantially contribute to subsequent problem solving. Police chiefs and sheriffs are brought together with state and federal enforcers, regulators, and prosecutors. This approach to problem solving has resulted in a number of task force operations directed at myriad violations of federal statutes ranging from narcotics to white collar crime.
In addition, the LECC sponsors or co-sponsors no or low-cost training seminars addressing various subjects pertinent to law enforcement officials. These seminars are made available to all federal, state, and local law enforcement agencies. Topics include asset forfeiture and equitable sharing, gang activities, clandestine laboratories, OCDETF investigations and prosecutions, and other contemporary issues.
Numerous active LECC committees operate under the LECC banner in the WDNY. These committees include Asset Forfeiture, coordinated by AUSA Richard D. Kaufman; Environmental, coordinated by AUSA Aaron J. Mango; Human Trafficking, coordinated by AUSA Robert C. Moscati; Health Care, coordinated by AUSA Gretchen L. Wylegala; OCDETF, coordinated by AUSA Timothy C. Lynch; and Save our Streets Strike Force, coordinated by AUSA Richard D. Kaufman.
The LECC subcommittees are formed around working groups. The subcommittees design includes an Assistant United States Attorney, support staff and law enforcement representatives from Federal, State and Local agencies. These subcommittees meet periodically and interact to discuss operations, identify gaps in service, and design training to improve service to the community.
The Law Enforcement Coordinator (LEC) disseminates information about current criminal justice concerns in the district. The position is currently held by Samuel M. Palmiere. The LEC acts as a liaison between Law Enforcement and various components of the Department of Justice including the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), and the community capacity development office (CCDO). He also assists the United States Attorney in developing strategies to implement priorities established by the Attorney General. These initiatives include Weed and Seed and Project Safe Neighborhoods. Mr. Palmiere is a member of the Erie County Chiefs of Police, the Western New York Chiefs of Police, and a long time board member of the New York State Chiefs of Police Association. He also sits on several community boards to enhance working relationships in the district.
