ABSTRACT: The Administrative Files System of the United States Attorneys Offices (USAOs) and the Executive Office for United States Attorneys (EOUSA) allows the Administrative Officers and administrative staff members to maintain and access information pertaining to present and past personnel, applicants, expert witnesses, witnesses in court proceedings, prisoners, defendants, debtors, vendors, citizens making inquiries and members of local and state bar associations.

PURPOSE: The system was created and maintained pursuant to 5 U.S.C. 301 and 44 U.S.C. 3101. The Administrative Files system was established and is maintained in order to permit Administrative Offices and administrative staff members to compile and access an internal memory bank in order to efficiently and effectively support the day to day operations of the various USAOs and EOUSA.

ACCESS CONSTRAINTS: Information in this system of records is protected through administrative, physical and technical safeguards. The records are maintained within the USAOs and EOUSA in manilla file folders located within locked and unlocked metal file cabinets or safes in offices which are locked during non-working hours. Information stored in electronic format is protected through the use of user identification numbers issued only to authorized personnel.

AGENCY PROGRAM: The USAOs are charged with the enforcement of United States law both civil and criminal in conjunction with the Department of Justice. EOUSA serves as a liaison between the 93 USAOs and the Department of Justice. Compilation of administrative information relevant to the daily operations and various case matters of a law enforcement entity promotes competent, capable achievement of goals and law enforcement objectives.

SOURCES OF DATA: Information contained within the Administrative Files system includes and/or stems from: personnel and applicant files; office administrative procedures and requirements; witness files; case files; investigative reports of federal, state, and local law enforcement agencies; memoranda and reports from the courts; attorney work product; product information from commercial establishments; citizens participating, assisting or observing pending matters; and publications and reports from the Department of Justice, other offices, bureaus and divisions.
