The Public Resources Program (PRP) works to improve the efficiency of immigration court proceedings by providing information to individuals appearing before the immigration courts and the Board of Immigration Appeals. EOIR’s PRP includes:
- List of Pro Bono Legal Service Providers
- National Qualified Representative Program (NQRP)
- Forensic Competency Evaluation (FCE) Program
- Self-Help Legal Materials
Individuals in removal proceedings are provided the List of Pro Bono Legal Service Providers (List). The List contains information on non-profit organizations, referral services, and attorneys who may be able to assist in providing pro bono (free) legal services in immigration proceedings. PRP maintains the List, oversees the application process, and monitors the providers’ adherence to the regulatory requirements.
EOIR administers the NQRP, a nationwide program to provide Qualified Representatives (QRs, e.g. attorneys) to certain unrepresented, detained individuals who have been found mentally incompetent to represent themselves in immigration proceedings by an Immigration Judge or the Board of Immigration Appeals. Program services are provided to qualified individuals under either the Franco-Gonzalez v. Holder class action litigation (which covers unrepresented, detained individuals in Arizona, California, and Washington) or EOIR's Nationwide Policy.
The FCE provides evaluations of detained individuals by qualified mental health professionals when ordered by an Immigration Judge.
Additionally, PRP provides written materials and technical assistance for Self-Help Legal Centers within immigration courts. These centers assist individuals in immigration removal proceedings to learn about the immigration court process and their responsibilities.
