Ukraine: ICITAP-Developed Territorial Community Police Program to Expand Nationwide

On August 28, the Head of the National Police of Ukraine (NPU) announced the planned expansion of the ICITAP-developed Territorial Community Police Officer (TCPO) program across the country over the next year. Due to the high level of support for the program within the Government of Ukraine, including from the newly-appointed Minister of Internal Affairs, the NPU seeks to expand the number of TCPOs deployed in rural communities to more than four times the current number, from 632 officers currently working to more than 2,600 by the end of 2022. Since the program’s first training in the Spring of 2019, ICITAP has supported eight iterations of TCPO Basic Training with material support, recruitment, logistics, curriculum development, community policing-based training, training-of-trainers, and supervisor development for officers from 20 out of 24 regions. The NPU has since assumed all responsibility for program implementation, including recruitment and training, with continuing material support from ICITAP to meet its ambitious goal.
