Matthew Phillips

Matthew Phillips is the Chief Technology Officer in the National Fraud Enforcement Division, where he oversees all technology support functions in the Division, including cloud-based services, client and server-side application delivery, communications, and technical aspects of the National Fraud Detection Center. Matthew joined the Fraud Division in August 2026. 

Matthew has been with the Department of Justice for over a decade.  During his tenure he has served in several capacities, including as the Deputy Chief Information Officer for Mission in the Criminal Division, Chief Information Security Officer for the former Tax Division and Team lead in the Justice Management’s Division office of the Justice Security Operations Center. He also spent five years in the Office of Justice Programs leading cloud initiatives and security programs.

Before joining the Department, Matthew served as a cybersecurity specialist with the Supreme Court of the United States. He also spent five years as the Network Manager for the Export Import Bank of the U.S. He earned his Bachelor of Science from the University of Maryland and is a proud Terp for life.
