Jacob N. Foster
Jacob N. Foster is the Deputy Assistant Attorney General for Health Care and Public Trust & Financial Integrity in the National Fraud Enforcement Division, where he oversees the Health Care Fraud and Public Trust & Financial Integrity Sections. Jacob joined the Fraud Division in April 2026.
Jacob previously served for a decade in the Health Care Fraud Section, most recently as Chief. In these roles, Jacob led and coordinated the charging of over $25 billion in fraud, including charges against 24 defendants in Operation Brace Yourself, which saved the government over $1.9 billion. Jacob has served as a first chair and obtained convictions in eight trials in four federal districts, including the prosecution of a CEO who sought to build a billion dollar technology start-up by distributing over 40 million pills of Adderall online; the first criminal prosecution of hospice company executives in an over $150 million scheme; first-of-its kind EKRA and securities fraud charges against a Silicon Valley technology company President who claimed to have a test to detect illnesses using a single drop of blood; the conviction of four doctors in connection with the distribution of 6.6 million opioids and over $150 million in fraud through a network of Midwest pain clinics; and an egregious case of patient harm where a rheumatologist falsely diagnosed patients and administered toxic medications as part of a $300 million scheme. Jacob helped pioneer the use of data analytics to prosecute health care fraud and led and coordinated the Health Care Fraud Section’s corporate enforcement initiative that resulted in a record-setting number of corporate resolutions in both 2025 and 2026.
Before joining the Department, Jacob worked at a national law firm and served as a law clerk to Chief Justice Pius Langa and Justice Edwin Cameron of the Constitutional Court of South Africa. Jacob is a graduate of the UCLA School of Law and Northwestern University.
