Catherine M.A. Carroll

Catherine Carroll has served as the Deputy Assistant Attorney General for the Appellate Staff from September 2024 to January 2025.  The appellate work of the Civil Division involves the most important and complicated cases over which the Civil Division has jurisdiction in the federal courts of appeals.

Catherine joined the Department from Wilmer Cutler Pickering Hale and Dorr in Washington, D.C., where she served as Partner-in-Charge of the Washington, D.C. office for many years and as Vice Chair of the Appellate & Supreme Court Litigation Group.  During her time in private practice, Catherine argued numerous appeals, including four in the Supreme Court, and counseled clients on litigation strategy on a wide variety of statutory, regulatory, and constitutional issues.

Catherine is a graduate of the University of Michigan Law School.  She served as a law clerk to Judge Harry T. Edwards on the U.S. Court of Appeals for the D.C. Circuit and to Justice David H. Souter on the U.S. Supreme Court.
