Megan Lacy Owen

Megan Lacy Owen serves as the Principal Deputy Assistant Attorney General for the Civil Division. She was previously a partner in the Issues & Appeals practice at Jones Day. In government, she has served as chief counsel to the Senate Majority Leader, counsel to the Chairman of the Senate Judiciary Committee, and senior advisor to both the White House Counsel and the General Counsel of the Department of the Treasury.

Megan is a graduate of the University of Virginia School of Law and Hillsdale College. She served as a law clerk to Justice Brett Kavanaugh on the Supreme Court of the United States, Judge Diarmuid O’Scannlain on the United States Court of Appeals for the Ninth Circuit, and then-Chief Judge Sidney Fitzwater on the United States District Court for the Northern District of Texas.
