ABSTRACT: DAMS is an internal computer database that allows Office of Legal Counsel (OLC) personnel to locate documents prepared by OLC from 1945 to the present.
PURPOSE: DAMS is used as a research tool when new documents are being prepared. It is also used to locate documents requested by other offices or agencies or pursuant to the Freedom of Information Act. Keyword searches are done to identify documents.
ACCESS CONSTRAINTS: DAMS is available only to OLC personnel; however, OLC opinions in the DAMS database that have been published are available on OLC’s Opinions page; in paper form; and on HeinOnline, LEXIS, and Westlaw.
USE CONSTRAINTS: DAMS is restricted to OLC personnel for official business.
AGENCY PROGRAM: The Office of Legal Counsel assists the Attorney General in his function as legal advisor to the President and all the Executive Branch agencies. The Office drafts legal opinions of the Attorney General and also provides its own written opinions and oral advice in response to requests from the Counsel to the President, the various agencies of the Executive Branch, and offices within the Department. All executive orders and proclamations proposed to be issued by the President are reviewed by OLC for form and legality. In addition to serving as, in effect, outside counsel for the other agencies of the Executive Branch, the OLC also functions as general counsel for the Department.
