FY 2026 State Coalition Set-Aside Amount NOFO Narrative

The State and Territorial Sexual Assault and Domestic Violence Coalitions Program (State Coalitions Program) provides grants to each state, the District of Columbia, and territorial domestic violence coalition and sexual assault coalition for the purposes of coordinating victim services activities and collaborating and coordinating with federal, state, and local entities engaged in addressing violence against women. This program is funded through statutory set asides from the Services, Training, Officers, and Prosecutors Violence Against Women Formula Grant (STOP) Program and Sexual Assault Services Formula Grant Program (SASP) appropriations.

Domestic Violence Coalitions:

Awards under the FY 2026 State Coalitions Program to domestic violence coalitions in each state and U.S. territory will be made for $106,581.

Sexual Assault Coalitions:

Awards under the FY 2026 State Coalitions Program to sexual assault coalitions in each state and U.S. territory will be made for $107,256. Awards under the SASP set-aside for FY 2026 will be made to sexual assault coalitions in each state and U.S. territory for $129,228. The total award amount is $236,484.

Sexual assault coalitions must clearly identify the SASP funding stream in their submitted budgets.

Dual Sexual Assault and Domestic Violence Coalitions:

Awards under the FY 2026 State Coalitions Program to dual sexual assault and domestic violence coalitions (dual coalitions) in each state and U.S. territory for FY 2026 STOP domestic violence and sexual assault set-asides will be made for $213,837 ($106,581+$107,256). Awards under the FY 2026 SASP set-aside will be made for $129,228. The total award amount is $343,065.

In their budgets, dual coalitions must ensure an equitable distribution of funds to sexual assault and domestic violence activities. In addition, dual coalitions must clearly identify in their budgets each of the STOP set-aside and SASP set-aside funding streams.
