Training, Coordinated Community Response, and Direct Services Requirements for FY 2025 OVW Abuse in Later Life Grant Program Recipients

FY 2025 New Grantee Training Requirements:

• Law Enforcement:

  New grantees must send a multidisciplinary training team of potential project trainers to a multi-day in-person OVW-sponsored law enforcement Training of Trainers (TOT) Event. A maximum of six attendees may attend, unless otherwise specified by the OVW Grant Manager. Following the TOT, new grantees must 1). present training(s) for law enforcement in their proposed service area(s) using the OVW-approved training curriculum and/or 2). offer law enforcement officers in their proposed service area(s) an OVW-approved virtual self-paced training course to complete the training requirement. 

• Direct Services: 

  New grantees must send a training team representing the victim service provider(s) and government agency(ies) with demonstrated experience in assisting individuals later in life to a multi-day in-person OVW-sponsored victim services to older victims TOT event. A maximum of four attendees may attend, unless otherwise specified by the OVW Grant Manager. After attendance at the TOT, new grantees must implement trainings to victim service provider(s) and government agency(ies) with demonstrated experience in assisting individuals later in life in their proposed service area(s) using the OVW-provided curriculum. 

• Prosecutors:

  New grantees must send prosecutors from their proposed grant award service area(s) to attend the multi-day in-person OVW-sponsored National Institute on the Prosecution of Elder Abuse. 

Continuation Grantees Training Requirements: 

Pursuant to 34 U.S.C. § 12421(1)(A), continuation grantees should continue training opportunities for law enforcement, victim service providers, prosecutors, judges and coordinated community response partners, which may include continuing to deliver the training opportunities provided during the initial award such as sending additional staff and partners to the TOT for direct services and/or law enforcement, sending prosecutors and judges to OVW-supported trainings, and/or implementing other trainings/advanced trainings/cross-training activities based on the needs of their continuation project and the MOU partners. 

Coordinated Community Response (CCR) Requirements: 

Pursuant to 34 U.S.C. § 12421(1)(A), all grantees must establish or support multidisciplinary collaborative community responses to victims of abuse in later life. New grantees must conduct a full day CCR kick-off event for project partners and other key allies in addressing abuse in later life in their proposed service area(s).  The event should include CCR training and discussions regarding the role of each member of the CCR.

Cross Training Requirements: 

Pursuant to 34 U.S.C. § 12421(1)(A), all grantees must conduct cross-training for law enforcement agencies, prosecutors, agencies of states or units of local government, attorneys, health care providers, population specific organizations, faith-based leaders, victim advocates, victim service providers, courts, and first responders to better serve older victims. Grantees must use the OVW-provided curricula when conducting cross-training. 

Providing or Enhancing Services for Older Victims: 

New grantees are required to allocate a minimum of 25% of the proposed budget for direct services for older victims and will be required to complete a 12–18-month planning phase at the start of the award to develop a plan for outreach and service delivery as well as CCR and training activities. New grantees may not access funding for victim services and outreach until the outreach and service plan is approved by OVW in the JustGrants System. 

Continuation grantees are required to allocate a minimum of 33% of the proposed budget for direct services for older victims and will be required to revise the initial outreach and service plan developed under their previous award to more accurately align with the goals and objectives of their new award, as well as to reflect updated CCR and training activities.
