Alien Charged with Illegal Voting in 2024 Federal Election

Brad Schimel, First Assistant United States Attorney for the Eastern District of Wisconsin, announced that on September 30, 2026, Sara Luma, age 30, was charged with Unlawfully Voting as a Non-Citizen, contrary to Title 18, United States Code, Section 611.
The criminal complaint alleges that Luma was born in North Macedonia and is a citizen of that country. She is not a United States citizen. On November 5, 2024, Luma voted in the federal general election in the city of Sheboygan, Wisconsin. Luma was not allowed to vote in federal elections in Wisconsin because she was not a United States citizen.
The criminal complaint further alleges Luma registered to vote on the same day as the election and signed the Wisconsin Voter Registration Application form falsely certifying that she was a citizen of the United States. Luma was interviewed by a federal law enforcement agent and admitted to registering and voting in Sheboygan on November 5, 2024.
Immigration court records indicate that Luma was taken into custody when seeking to re-enter the United States on August 13, 2026. In September 2026, as part of removal proceedings, she was allowed to self-deport to North Macedonia. If Luma attempts to reenter the United States, she will be subject to arrest on a warrant issued in the case.
“Protecting the integrity of our elections is critically important,” said First Assistant U.S. Attorney Schimel. “It is illegal for non-citizens to vote and the consequences of doing so are quite serious. I hope this case and others that may follow will educate people on the law and serve to deter any non-citizen from voting illegally.”
A criminal complaint is only a charge and is not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the government must prove her guilt beyond a reasonable doubt.
