JOINT STIPULATION OF THE PARTIES
REGARDING PROPOSED STUDENT ASSIGNMENT PLAN AND OTHER CONSENT DECREE ISSUES

   The parties, through their undersigned counsel, do hereby stipulate that the South Bend Community 
School Corporation’s (“SBCSC” or the “District”) new elementary and middle school student 
assignment plan, known as Focus 2018, may be implemented consistent with the 1980 Consent Decree.


The parties further stipulate that:

   (1) The District shall recruit students  from  the  new  Muessel  and  Coquillard  attendance areas 
to apply to magnet schools with available seats, in particular the new K-8 International Program at 
Clay;
   (2) The District shall move the Hamilton Traditional Program to the Marshall Intermediate Center 
building for the 2019-20 school year, so that it may recruit more students  to
that program; and
   (3) The parties shall continue to  exchange  information  regarding  other  Consent  Decree issues 
over the next four months with the goal of identifying agreed upon action steps by August 31, 2018 
in areas including but not limited to:

(a) non-discrimination in student discipline;

(b) more comprehensive analysis of transportation data; and

(c) high school student assignment issues.
