Theresa M. Spinola

Theresa M. Spinola is a longtime federal service professional with more than 20 years of experience supporting strategy, workforce programs, and organizational improvement across the Department of Justice and the Federal Bureau of Investigation. Ms. Spinola currently serves as Chief of Staff for the Justice Management Division, where she guides initiatives in workforce planning, accessibility, human resources governance, and leadership development.

Throughout her career, Ms. Spinola has worked closely with leaders across the Department to strengthen policies, improve services, support executive development, and ensure workforce initiatives align with mission needs. Her earlier roles at the FBI include serving as Chief of Congressional Liaison Units II and III and as Acting Section Chief, where she supported oversight, engagement, and coordination with congressional stakeholders. She served as Special Assistant to the Associate Deputy Director, overseeing portfolios in human resources and information technology. As Disability Program Manager, Ms. Spinola established the Bureau’s reasonable accommodation program and implemented automated accessibility procurement processes. She previously served at the Department of Homeland Security and on Capitol Hill. 

Ms. Spinola holds a master’s degree from American University and a bachelor’s degree from Rowan University. She is a certified mediator and a graduate of DOJ’s Leadership Excellence and Achievement Program. Ms. Spinola is a past recipient of the Bureau’s Medal of Excellence.
