
Richard Toscano
Richard Toscano was appointed to serve as the Director of the Equal Employment Opportunity (EEO) Staff, U.S. Department of Justice in May 2010. As the Departmental EEO Director, Mr. Toscano oversees the development and implementation of EEO policies and programs to prevent employment discrimination and he monitors and reports on agency compliance with federal EEO related statutes and regulations. He also works closely with various stakeholders from within DOJ and across the Federal Government, including the Equal Employment Opportunity Commission (EEOC). Mr. Toscano began his career in public service at the White House Initiative on Educational Excellence for Hispanic Americans in 1998. In 2001, he joined the U.S. Department of Transportation, working first as an EEO Program Manager in the Departmental Office of Civil Rights, and then as the Departmental Corporate Recruitment Program Manager in the Departmental Office of Human Resources (HR) Management where he worked with the Office of the Secretary to develop DOT’s first Diversity and Inclusion Strategic Plan. Mr. Toscano joined the newly created U.S. Department of Homeland Security in 2004, to establish and lead a Departmental Corporate Recruitment Program. Mr. Toscano earned a Bachelor of Arts degree in Psychology and History from The University of Texas at Austin, and a Master of Public Administration degree from The American University. He is a recipient of the Attorney General’s Award for EEO, JMD Award for EEO, and the John D. Young Award presented to a first-year student at The American University Graduate School of Public Affairs for leadership and commitment to public service. He currently serves as a board member of EEOC’s “EdCon.”
