Matthew Roper

Matthew Roper was selected as the Director of the Justice Management Division, Finance Staff, in February 2024.  As Director he directs and oversees operation of the Department of Justice’s Unified Financial Management System, Travel Systems, and Payroll Systems.  In addition, Mr. Roper is responsible for financial management and travel policies, accounting operations, internal financial and information technology compliance activities, and preparation of the Department’s audited financial statements. He began his career with the Department of Justice as a budget analyst with the Civil Rights Division in 1997 working on operating plan development and budget execution.  In 2002, Mr. Roper moved to the Justice Management Division (JMD), Finance Staff, Financial Management Policy and Requirements Group where he served as Supervisory Systems Accountant, overseeing financial management and travel policy development and systems requirements for the Financial Management Information System (FMIS2). In May 2006, Mr. Roper left JMD and went to Health and Human Service (HHS), Office for Civil Rights (OCR) as the Chief, Budget and Performance Accountability overseeing all aspects of budget and financial management for OCR.  In May 2010, Mr. Roper returned to JMD, Finance Staff, Unified Financial Systems Group, first as the Deputy Assistant Director overseeing the development, implementation, and deployment of the Unified Financial Management System, and then as the Financial Systems Program Manager overseeing the Department’s enterprise financial management systems.  In December 2016, Mr. Roper was selected as the Deputy Director of the Justice Management Division, Finance Staff and entered the Senior Executive Service with the selection as the Deputy Director.  Mr. Roper also served as the Acting Director, Policy and Planning Staff, within the Office of the Chief Information Officer from November 2020 through September 2022. Mr. Roper received the Attorney General’s Award For Excellence In Management in 2023 and 2019, and the Attorney General’s Award For Excellence In Information Technology in 2015. He holds a Bachelor of Science in accounting from Old Dominion University.
