Noah Fortinsky

Noah Fortinsky was named Director, Human Capital in June 2026, after serving since December 2024 as the JMD Office of Human Capital’s Attorney Advisor (Personnel), Acting Deputy Director, and Acting Director. He manages a staff of over 100 professionals to provide the full scope of enterprise human capital management, including recruitment/placement, classification, executive resources services, workforce planning, payroll, employee relations, training and workforce development, employee assistance, and human capital accountability/strategic evaluation. From 2019-2024, Mr. Fortinsky worked for the U.S. Office of Special Counsel (OSC) where he investigated complaints of prohibited personnel practices (PPPs) and served as Deputy Chief of the Case Review Division/Clerk’s Office, which serves as the initial intake point for all PPP complaints and whistleblower disclosures of government wrongdoing, and is responsible for OSC’s Freedom of Information Act (FOIA), Privacy Act, Controlled Unclassified Information, and records management programs. Mr. Fortinsky began his federal career as an Attorney Advisor in OSC’s Complaints Examining Unit (2014-2018), where he reviewed and investigated PPP complaints. From 2018-2019, Mr. Fortinsky served as an Attorney Advisor for the U.S. Merit Systems Protection Board, Office of Appeals Counsel, where he reviewed petitions for review and provided legal recommendations to the Presidentially appointed Board members. Mr. Fortinsky received a Bachelor of Arts in History from Tufts University (2006), and a Juris Doctor from The George Washington University Law School (2011).
