F. Michael Sena

F. Michael Sena currently serves as the Director, JMD Human Resources. Prior to this appointment, he was appointed as the JMD/HR Deputy Director. Before that, he served as the Assistant Director, Human Resources (HR) Policy and Advisory Services (HRPAS), DOJ JMD. The DOJ JMD HRPAS office is primarily responsible for developing, updating, and promulgating HR policies, procedures, and other guidance across the various major HR functional areas. In 2022, Mr. Sena was awarded the Department of Justice’s, Justice Management Division, Human Resources Special Commendation Award.

Before joining the Department of Justice, Mr. Sena served as the Acting Director and Deputy Director of the Office of Diversity Management and Equal Opportunity, Office of the Under Secretary of Defense (Personnel and Readiness) (USD(P&R), Department of Defense (DoD). Before that position, he served as the Director of External and Internal Relations for the Office of the Deputy Under Secretary of Defense for Civilian Personnel Policy, USD (P&R).

Mr. Sena has more than 38 years of experience in human resources (with emphasis on labor relations, employee relations, classification, and equal employment opportunity) and diversity and inclusion management. Mr. Sena is certified mediator. He previously served as the Chief of Staff for the former DoD Civilian Personnel Management Service (now Defense Civilian Personnel Advisory Service) where he specialized in congressional and legislative DoD HR requirements.

Prior to his Office of the Secretary of Defense work experience, he served as a senior staff member with the Headquarters Air Staff Civilian Personnel Directorate, United States Department of the Air Force; appointed as an EEO Complaint Investigator and Mediator for the Office of the Secretary of the Air Force, Air Force Appellate and Review Agency; and served as a Human Resources Specialist at Kirtland, Air Force Base, New Mexico.

Mr. Sena was awarded a Master of Arts Degree in Strategic Security Studies degree from the National Defense University, Industrial College of the Armed Forces; and holds a B.B.A. (cum laude) from Eastern New Mexico University.
