Melody Armstrong

Melody Armstrong was appointed as the Department of Justice's Deputy Chief Human Capital Officer and Director, Human Resources, Justice Management Division on December 17, 2023. Ms. Armstrong directs the development, implementation, review, and analysis of HR policies, guiding the overall planning, direction, and timely execution of the full range of Human Resources Management portfolio. Prior to her current role, she served as the Director of Office of Human Capital Management for the Office of the Assistance Secretary for Indian Affairs. Ms. Armstrong also served as Transportation Security Administration’s Executive Director for Human Capital Operations. She worked at the Department of Defense Civilian Personnel Advisory Services as the Associate Director for Strategic Planning & Accountability. Ms. Armstrong also served as the Associate Director for HR Systems and Analytics at the Department of the Navy. She held leadership roles in the Department of the Army, NASA, and Defense Threat Reduction Agency. Ms. Armstrong experience includes two overseas tours working for U.S. European Command and U.S. Africa Command, where she worked with Non-DoD Federal Agencies and Foreign Governments providing guidance and direction in the management of the U.S., Interagency, and Foreign National employment programs. She completed the Department of Defense Senior Leader Development Program and graduated from the Army War College in Carlisle, PA where she earned a Master’s Degree in Strategic Studies and a Joint Professional Military Education Phase II Diploma. Ms. Armstrong also holds a Master of Public Administration from Troy University in Troy, AL.
