
Angela Dooley
Dr. Angela Dooley serves as the Chief Learning Officer for the Department of Justice (DOJ), overseeing employee learning, development, and engagement for DOJ’s 115,000 employees. She chairs and works collaboratively with DOJ’s Learning and Development Council (LDC), consisting of DOJ component Chief Learning and Training Officers, to develop and advance Department-wide policies and programs designed to improve employees’ leadership, performance, and wellbeing. Prior to joining the Justice Management Division (JMD), Angela served as the Assistant Chief Learning Officer and Director of DOJ’s Faculty Development Institute for the Executive Office for United States Attorneys (EOUSA). Angela is an Educational Psychologist and researcher with over 25 years of practical and academic experience in teaching, learning and memory. She has worked with government and private organizations to develop teaching, advocacy, and persuasion skills, and she has an extensive background in incorporating the sciences of cognitive psychology, graphic design, and marketing into persuasive presentations, including trials. She holds a PhD in Educational Psychology and Research from the University of South Carolina, a Master’s Degree in Business Administration (MBA) from Baker College in Michigan, and a Master’s Degree in Healthcare Administration (MHA) from the University of South Carolina.
