Nikki Brooks

Nikki Brooks was appointed to the Senior Executive Service in September 2023 and currently serves as the Acting Director of IT Business Management Staff within the Office of the Chief Information Officer (OCIO), Justice Management Division (JMD), U.S. Department of Justice (DOJ). In this role, she provides executive leadership and strategic oversight of OCIO’s IT business operations, driving fiscal accountability, IT category management, operational efficiency, and effective technology investment across the Department.

Prior to joining DOJ, Ms. Brooks served as the Deputy Chief Information Officer (DCIO) and G6 Director for the U.S. Army Corps of Engineers (USACE), where she led enterprise modernization efforts and oversaw a global IT portfolio supporting operations across 1,500 locations worldwide.

Earlier in her career, Ms. Brooks served as the Director of Engineering (Solutions & Testing) with the Department of Defense Joint Service Provider (JSP), where she led enterprise engineering and IT modernization initiatives supporting more than 60,000 users across the Pentagon and National Capital Region. Her work included leading complex organizational and technical integration efforts that strengthened governance, improved performance, and increased operational efficiency.

Throughout her career, Ms. Brooks has led high-performing teams and large-scale technology organizations in support of complex federal missions. Her leadership is focused on strengthening accountability and operational performance, modernizing IT capabilities, and ensuring technology investments and resources are effectively aligned to mission requirements. 

Ms. Brooks is a graduate of Emory University in Atlanta, GA.
