
Morton J. Posner
Morton J. Posner is the General Counsel of the Justice Management Division (JMD). He joined the Office of General Counsel in 2003 and previously served as Deputy General Counsel. As General Counsel, Mr. Posner directs an office that provides legal advice to senior agency leadership, the Assistant Attorney General for Administration, and the managers of 20 JMD staffs.
Mr. Posner formerly served as both General Counsel and Acting Deputy Assistant Attorney General for Policy, Management, and Procurement, a role in which he was the agency’s Acting Senior Procurement Executive. He is a former Special Assistant United States Attorney and has been an adjunct professor at two law schools. Prior to joining the Department of Justice, Mr. Posner was a telecommunications attorney in private practice at law firms and in-house at a corporation. He started his legal career as a judicial clerk at the U.S. District Court for the District of Maryland.
Attorneys General have honored Mr. Posner with the John Marshall Award, for outstanding achievement in providing legal advice to senior agency leadership, and the Attorney General’s Award for Excellence in Technology. Mr. Posner has served on numerous District of Columbia Bar committees, including as chair of the Governance and Continuing Legal Education Committees, and vice chair of the Leadership Development Committee. He also has served on the Department of Justice pro bono committee.
Mr. Posner earned a Bachelor of Arts in International Relations from Stanford University, and a Juris Doctor degree from American University, Washington College of Law, where he was on the law review. He also is a graduate of the Federal Executive Institute. Mr. Posner is admitted to the bars of the U.S. Supreme Court, U.S. Courts of Appeals for the Fourth and District of Columbia Circuits, and the District of Columbia.
