Laurence N. Brewer

Laurence Brewer was appointed in July 2024 to the position of Director of the Office of Records Management Policy (ORMP) within the Justice Management Division of the U.S. Department of Justice. In his role as Director, Mr. Brewer serves as the Department’s Records Officer providing strategic direction and operational policy and guidance related to records management to departmental offices and components. As Director, ORMP, he oversees the Department’s directives management program, the Justice Management Division’s FOIA program, the records and information team supporting the Department and its components, and the E-discovery function as a shared responsibility with the Office of the Chief Information Officer. He also serves as the liaison to the National Archives and Records Administration for reporting and compliance with government-wide recordkeeping requirements.

Prior to joining the Department, Mr. Brewer held the position of Chief Records Officer for the U.S. Government at the National Archives and Records Administration where, since 2016, he led records management throughout the federal government on all aspects of records and information management. This included overseeing the scheduling and appraisal of federal records, the development and delivery of records management training, the issuance of records management policy, regulations, and guidance, and evaluating the effectiveness of records management programs in federal agencies. Mr. Brewer earned his Certified Records Manager (CRM) designation in 1998, and is also a senior fellow of the Partnership for Public Service’s Excellence in Government Program, which focuses on developing the leadership skills of senior government employees.
