Telly J. Renfroe

Telly J. Renfroe is the Director of the Procurement Services Staff. A retired United States Marine Corps veteran, Mr. Renfroe served with distinction for two decades, assuming numerous pivotal roles that enriched his professional experience and knowledge base. Following his honorable military service, he contributed as the Director of Contracts for a non-profit, focusing on the employment of individuals with differing abilities. Subsequently, Mr. Renfroe became the Information Technology (IT) Contracting Chief for the Alcohol, Tobacco, Firearms, and Explosives (ATF) and later, the Deputy Director for PSS before stepping into his current role. He successfully awarded the Department of Justice's (DOJ or Department) Enterprise Infrastructure Solutions, totaling $3 billion, enabling comprehensive IT services across all DOJ components, and achieving an estimated cost avoidance of $360 million. Additionally, he orchestrated a substantial 10-year Blanket Purchase Agreement with Amazon Web Services valued at an estimated $300 million, leading to the closure of 44 internal data centers and generating approximately $50 million in savings through negotiated discounts over the agreement's lifespan. Mr. Renfroe negotiations with leading corporations such as Adobe, Oracle, and Microsoft on behalf of the Department. He is at the forefront of innovating procurement processes in PSS by seamlessly integrating modern technology and innovative solutions. Mr. Renfroe’s outstanding contributions have earned him the Justice Management Division Special Commendation Award twice. He earned a Master of Business Administration from Webster University and a Masters of Program Management from Keller Graduate School of Management and is Federal Acquisition Certification in Contracting Professional certified in Contracting by the Federal Acquisition Institute.
