Disposition:  Affirming district court’s grant of government’s motion for summary judgment

  • Exemption 1; Exemption 3; Procedural Requirements, Proper FOIA Requests:  “[The Court of Appeals for the Fourth Circuit has] reviewed the record and find[s] no reversible error.”  “Accordingly, [it] affirm[s] the district court’s order.”  The district court previously found that the government “provid[ed] a detailed and credible explanation of why Exemption 1 applied” to certain records, that certain records [fell] within the coverage of § 6 of the National Security Act, and they may be withheld accordingly,” and a portion of the requester’s request contained “vague language [that did] not reasonably describe the records sought.”
