The court finds that, "[t]o the extent [plaintiff's] lone statement can be construed liberally as a request for records pursuant to the Freedom of Information Act . . . it fails to state a claim upon which relief can be granted." "To obtain records from OFCCP, [plaintiff] must first file a FOIA request with the agency, and then exhaust any administrative appeals."
