Disposition:  Granting defendant’s motion to dismiss plaintiff’s FOIA claim

• Litigation Considerations, Exhaustion of Administrative Remedies:  “[T]he Court will dismiss [plaintiff’s] FOIA claims.”  The court relates that “[plaintiff] has conceded that he failed to exhaust his administrative appeals.”  The court finds that “[h]e has therefore failed to plausibly allege his FOIA claims.”
