  • Procedural Considerations, Entities Subject to the FOIA:  The court finds that "[n]either the County of San Diego, the County Clerk, or the Clerk of Court, any of which might retain the 'criminal bond information' Plaintiff seeks, is a federal agency" and "[t]he definition of 'agency' under the FOIA simply does not encompass state agencies or bodies, even if they are alleged to receive federal funds subject to federal regulation."
