• Procedural Requirements, Entities Subject to the FOIA:  “[The Court of Appeals for the Fourth Circuit has] reviewed the record and find[s] no reversible error.”  The court explains that “FOIA does not apply to federal courts because they are not ‘agencies’ subject to the statute’s requirements.”
