If you are a victim of a recent overseas terrorist attack and are currently located in a foreign country, contact the nearest U.S. Embassy or Consulate; or in an emergency, call these numbers for the Department of State’s Overseas Citizens Services:

Alternatively, if you are a victim, or think that you may be a victim of a prior overseas terrorist attack, and you have not done so already, please contact the Federal Bureau of Investigation (FBI) to provide your contact information.

The above diagram is intended to show how the U.S. government interagency works together to assist U.S. victims of overseas terrorism in the immediate aftermath of an attack and over the long term. Please click on the agency/office links below to learn more about their roles and responsibilities. Please know that the links and resources provided here are not exhaustive, and that there may be other publications, organizations, or resources that you may find helpful to meet your needs.
- U.S. Department of State: Immediate response to attack, support through foreign trial and long-term diplomatic matters.
- FBI Victims Services Division (VSD) - Immediate response to the attack, support through investigation and any foreign or domestic trial, if FBI opens a federal criminal investigation.
- U.S. Attorneys' Offices Victim Assistance - Victim assistance in the U.S. Federal court system.
- The Office of Justice for Victims of Overseas Terrorism (DOJ/OVT) - Assistance in navigating foreign criminal justice systems and long-term foreign justice issues.
- OVC - International Terrorism Victims Expense Reimbursement Program (ITVERP) - Administer expense reimbursement program.
