Ukraine: ICITAP Supports National Police’s Commitment to Tell Post-Conflict Success Story

On March 26, a 12-person, ICITAP-organized police delegation from Ukraine concluded a one-week study tour in the State of Missouri. In St. Louis, ICITAP joined the Chief and Deputy Chief of Ukraine’s Patrol Police to deliver a presentation at the March 2019 International Law Enforcement Educators and Trainers Association (ILEETA) conference titled “Police Education Reform in Ukraine: From Maidan to Today.” The team discussed challenges and successes of training 17,000 new Patrol Police officers in an 18-month period between 2015 and 2017, the vision and change management process during the creation of the Academy of Patrol Police in 2018, the impact of new curriculum and instructional methodology, and the visions for the future. During the conference, Academy staff learned theory and methodology on policing practices, instructional methodology, the science of learning, and leadership and management. Following the ILEETA conference, the Ukrainian delegation continued on to a visit with focus and exposure to patrol police officer operations at the St. Louis Police Department. The delegation toured and met with academy command staff at the St. Louis Police Academy and the Southwest Illinois Police Academy. Throughout this trip, Ukraine’s Academy of Patrol Police learned about international best practice theories, concepts, and practical application of modern police training methods and subjects. In Ukraine, ICITAP partners with the State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL) on this project.
